Letter
To my constituents in Allenstown, Epsom, and Pittsfield:
This week the House met with HB593, expanded gambling, the most
publicized bill on the calendar. However, three major amendments
were involved in the debate, two new this week, so the committee
withdrew their recommendation to hold public hearings on the
amendments. The Education committee followed this by tabling HB1413,
directing the state to withdraw from No Child Left Behind and its
follow-on programs, and HB1517, requiring any school district
implementing NCLB to have prior legislative approval. This maneuver
made some sense because leadership is still collecting savings from
not having to follow or report on NCLB, and many Representatives
want that data before voting on these bills and losing approximately
$61 million in federal funding across the state.
We debated HB1692, changing the university administration system.
The effective date of this bill, which would essentially eliminate
the chancellor’s office and use the savings to decrease tuition, was
moved to 2013 to allow the university to finish its ongoing
reorganization, which may make this bill unnecessary if sufficient
savings are realized. HB1354, clarifying that a person has one
domicile and establishing that, by registering to vote, sets the
domicile for other purposes, was debated then passed, 248-101. The
House also debated at length HB1189, HB1200, HB1364 and HB1404, all
minor bills on county governance that ended up being killed. Two
were specific to one county and the Representatives from that county
didn’t agree; HB1189 would create a study committee on privatizing
jails, which can be done by the counties without our help; and
HB1200 was on county budgeting procedures, and didn’t need to be put
into law.

than I can fit in a letter.

Letter To The Editor
Come and see the wonderful things the students and staff of Epsom
Central School are doing together! High academic standards and
experienced teachers have helped our students do well on statewide
testing year after year, often scoring higher than peers in
surrounding towns. Epsom students regularly rank above the state
average in reading, math, and science.
Epsom Central School is a community partner. This year staff and
students raised money for winter clothing for town residents and
every March the staff hosts our famous spaghetti dinner to support
the Michael Briggs Award. We work along with the PTO to raise money
for the SPCA and canned food drives for Thanksgiving and Christmas.
Mini-courses are offered in January because our dedicated staff
understands that students need a well-rounded education. This year
students had the chance to explore activities such as skiing,
pottery, archery, snowshoeing, and ice fishing.
Through fundraising, middle school students have opportunities to
learn in the wider world. In the fall 6th grade students spend a
week learning about our natural environment at Camp Mi-Te-Na. Each
spring 8th grade students have the opportunity to learn about our
nation’s history with a trip to Washington D.C., Ellis Island, and
Gettysburg, PA.
Whether in academics, community service, or experiencing the world
outside the classroom, our school slogan says it all: "Epsom Cares!"
Please remember us on voting day. Thank you for your support.

Donna D. Holmander
Mrs. Donna D. (Chapman) Holmander, 65, died Friday, February 10,
2012 at the Concord Hospital after a brief illness.
Born in York, ME on December 2, 1946, Donna was the daughter of
George Chapman, Jr. of York, ME and the late Viola (Shaner) Chapman.
Donna earned a radiology certificate from Northeastern University
and interned at the VAMC in Jamaica Plain, MA. As a radiologist, she
worked at Beth Israel Hospital in Boston and the Melrose/Wakefield
Hospital. She was enrolled in the University of Phoenix, where she
earned her Associate of Arts in Criminal Justice and was only one
course shy of completing a Bachelor of Science degree.
Mrs. Holmander had been an active member of the Central Baptist
Church in Portsmouth, the York Street Church in York, ME, and the
Free Will Baptist Church in So. Berwick, ME. She loved children and
surrounded herself with them. No matter where she lived, she offered
day care services from her home. She was also a church volunteer,
teaching Sunday school and Vacation Bible School, as well as working
with the Pioneer Girls.
Donna’s passion in life was people. She loved her home, and cooking
for her friends and family brought her such joy. Everyone who knew
Donna looked forward to receiving her delicious pumpkin bread on
Thanksgiving. She was always just a phone call away if you ever
needed to talk, and she was always ready to listen. Donna always put
others before herself and cared deeply for those in need. Most
recently, her greatest joy in life was her grandchildren, and she
took great delight in spoiling them.
In addition to her father, Donna is survived by her husband of 37
years, David Holmander of Epsom; her daughter, Amy Phillips and her
husband Robert of Carlsbad, CA; two grandchildren, 2 ½ -year-old
