Letter
To my constituents in Allenstown, Epsom, and Pittsfield,
This week, the House considered HB1411, taking $7 million of the
surplus from 2012/13 and using it to increase HHS spending. The
budget approved last year spent the expected surplus of $57M, and
now that the final numbers have the surplus even bigger than
expected, HB1411 proposed even more spending. The extensive debate
focused on the “back of the budget” cuts, where the agencies are
given a percentage cut from the total of all the programs
authorized. This gives the agencies management flexibility, but some
speakers implied that they were underhanded attempts to not fund
some programs as much as the basic budget implied. After some
debate, with no answers as to why only HHS gets more money, instead
of, say, red list bridges, HB1411 passed, 185-153.
HB1624, increasing the age of minority from 17 to 18 and making some
other reforms in juvenile justice, had passed the House on a voice
vote a month ago, after consideration by the policy committee,
Children & Family Law. Now that the Finance committee had looked at
the cost and approved it unanimously, several Representatives
concerned about juvenile murderers started debating the concept. A
motion to table failed, 82-215, and the bill passed, 256-40. If
nothing else, I supported this bill because it prevented the
counties from having to spend a lot of money in complying with the
federal Prison Rape Elimination Act, requiring under 18’s to be kept
out of sight and sound of older inmates.
Last week, when I mentioned that Representative Sally Kelly, of
Chichester, had missed a vote, I should have mentioned that she’d
been called out of town on important business and was excused that
day.

than fit here.
