Letter
To my constituents in Allenstown, Epsom,
and Pittsfield, This week, my committee met for the last time to
discuss HB1517, on temporary seasonal docks. We started with half of
us saying “it’s not broke, don’t fix it” and the other half
providing different simple solutions. After going through the
unintended consequences of each solution, we unanimously agreed the
issue needed more study. The statute gives full responsibility for
docks to DES (environmental services), and they are not really set
up to resolve the inevitable clashes between neighbors.
I also attended a public hearing on
possible changes to the medical plan for state retirees. About a $30
million increase is estimated for the next budget, some from
increased medical costs and some from increased numbers of retirees,
since they are living longer and many are eligible to retire right
now. It was necessary to discuss this now because some changes need
to be done on a calendar year basis, and the budget is on a fiscal
year. A lot of retirees came to plead for lower cost coverage, which
would mean more money from the general fund and all of us.
Business tax receipts are up, but this
year’s increase has already been committed. For the next budget, the
question is what priorities should get increased funding. Retiree
health care is important; these people were promised “free health
care for life” and many long time employees accepted lower wages for
better benefits. That is not true for more recent employees; the pay
+ benefits package now is better for state employees than most
private workers. This is another complex problem with many moving
parts that won’t be solved easily.

newsletter, with more details than fit here.
