Chichester Tax Payers
Part #2
We need representatives with the moral
standing, that our rights are from God and not man, we need
representatives that know the difference between needs and wants of
the community and respect the rights of individual. We should not be
held responsible for those who want more than their needs and are
willing to take your personal property to get it and we have far too
many in government that see a valley of wealth for the taking by
legalized plundering and do not see the wealth and property of an
individual that earned it by hard work.
“The time is now near at hand which must
probably determine whether Americans are to be freeman or slaves;
whether they are to have property they can call their own; whether
their houses and farms are to be pillaged and destroyed, and
themselves consigned to a state of wretchedness from which no human
efforts will deliver them” (George Washington) Mr. Carl Dow

Chichester Voters: Vote NO on Lighting Amendment Warrant Article On
Tuesday March 8, 2016, from 10:00 am to 7:00 pm at the Grange Hall,
Chichester residents will be asked to vote on an amendment to the
lighting ordinances on the town ballot. I urge you to vote NO
on the amendment in order to preserve the rural and bucolic
atmosphere of the town, and not to have avenues of light that would
cause glare, light trespass, and sky glow.
The lighting ordinance, as it stands now, allows an exception for
patriotic flags on residential homes to be lit. The proposed
amendment would expand that exception to commercial uses. That
may at first sound like a reasonable request; but it gets a little
more involved, as it was discussed during the Planning Board hearing
on January 17th. For example, if this amendment gets approved,
it will allow any amount of glare, light trespass, and sky glow on
commercial/industrial sites as long as they seem to be aimed at a
flag. As it was reported in the January 18th Concord Monitor,
“In a town with otherwise strict rules to prevent light pollution,
it could open up the possibility that powerful searchlights would be
allowed to beam into the sky, as long as they’re directed at a
federal, state, local or military service flag….”
We are not questioning the option of flying of flags by businesses
in the commercial/industrial zone. They can do so even at
night as long as its lighting complies with the lighting ordinance.
Furthermore, as the Flag Code implies, any business has the option
of taking its flag down at sunset.
Chichester’s Planning Board voted in a 4-3 majority not to recommend
the petition warrant article.
Please consider voting NO on the lighting
amendment.

One year ago this March I was reelected to
serve as your Selectman by an overwhelming write –in vote even with
the understanding that I would not be able to serve out my full
term. I was extremely humbled, and remain so by the confidence
entrusted in me.
Election time is here again and a very important election for a new
Selectman. Since I will be resigning my position most probably
this summer the two sitting Selectmen will be responsible for
appointing a new Selectmen. Therefore, who you elect this March is
of upmost importance.
As a Selectman I have had the opportunity to see Ann Davis, over the
last several years, become increasingly involved in our Town
affairs. She has taken on numerous ‘assignments’, and has
volunteered to serve, and been appointed by the Selectmen, to
several important committees, most notably the Capital Improvements
Program Committee and the Planning Board. She also serves on
the Heritage Commission and has had the leadership role on the
Agricultural Commission.
I have observed Ann on numerous occasions demonstrating her
adeptness in making thoughtful and objective judgments and
decisions. Ann has also shown me that she is one to be respectful,
polite and courteous to everyone she is dealing with, which is what
I have always strived to do as your Selectmen for the last 13 years.
You should expect nothing less of your Selectmen.
I believe that Ann Davis is well suited to
be your next Selectman and also to act on the future appointment
when I resign. She would not appoint anyone based on old
friendships, or loyalties to repay old favors. She would appoint a
new Selectman who would best balance the Board of Selectmen and a
person who would serve only the best interest of the Town.

Over 50% of Chichester residents are female; yet there has not been
a woman selectman for years and only one woman on both the Planning
Board and Advisory Budget Committee. I feel strongly that
women should have more of a voice and involvement in town government
which is one of the reasons I am running for Selectman As a 38-year
resident, I raised four children, worked an outside job and helped
maintain a small farm. Later, I commuted to Keene for 10+
years to work at a hot meals and food pantry non-profit organization
providing nearly one million meals to the needy in 2010. For
six years I served as its Executive Director in charge of 1,500
volunteers and up to 16 staff, grants and proposals, special events,
community outreach and three-quarters of a million dollar budget.
Upon retirement, I became more involved with the town by attending
selectmen, committee and town meetings and public hearings, and have
often shared my views and opinions in the newspaper. I
initiated the biennial Historic Chichester Garden Tour involving
local gardeners, artisans and farmers market bringing some 100
visitors to town. I currently serve on the Heritage Commission
and Charrette Team, Capital Improvement Program and Planning Board.
I am the owner of a home cleaning-gardening service and small farm
stand business providing homemade baked goods, dog treats, seasonal
plants, produce.
Moving to Chichester because of its rural character and proximity to
Concord, I feel it important we work together to preserve its
character and encourage controlled growth while providing adequate
business development to help with our tax base. I feel
strongly that our infrastructure is paramount for a safe and
enjoyable life and encouraging land-home sales. Objectivity
and good management practices are essential to the success of any
business - private or municipal.

My name is Stephen MacCleery and I’m
running for the office of Selectman for Chichester. My wife, Holly,
and I own and operate a farm in town which we’ve run for over 40
years. We have two grown children who went to Chichester Central and
we were involved in sports coaching and served on several school
committees.
I am currently on the BOA, Ag. Comm., and Budget Committee as
well as past member and Chairman of the Planning Board. I have
served the town in various forms of government since the late 1980s.
As a former Selectman for 6 years, I feel
I bring a wealth of knowledge to this position and I’m committed to
serving the citizens of our great town.
If you have any questions or concerns,
please contact me at 798-5720. Thank you for considering me as your
next Selectman on March 8th.

Dear Chichester Voters
During my time as Planning Board Chairman
I had to make difficult decisions that were not always popular. Even
though it was hard on me personally, I always made sure I was doing
what I felt was in the best interest of the town.
As Chairman I tried to treat each applicant the same, creating
consistency and fairness. During this time, I chaired some
very volatile and contentious public hearings. In those
situations I stayed calm and kept my personal opinions to myself.
By respecting both sides I was able to diffuse the situation
and made sure the meeting moved forward with civility.
If elected, I feel these experiences will allow me as a selectman to
make difficult decisions and ensure consistency and fairness in my
decisions. Please consider voting for me for selectman but
more importantly please vote.

To the Residents of Chichester,
My name is Gilbert Vien and I am running
for Selectman. I have lived in Chichester for 32 years and have two
children. I have been involved with the operations of the town as a
cemetery trustee, a trustee of the trust funds, a member and chief
of the fire department, as well as an employee of the highway
department.
From these experiences I understand how to
budget and how the town departments operate. As Fire Chief, I held a
level budget for three years.
I believe with a lot of hard work the town
should be able to control the budget and the tax base from getting
out of control. This is a challenge I would look forward to taking
on as a member of the Chichester Board of Selectmen. I’m not afraid
to take a stand and to make the hard decisions that would be best
for the residents of Chichester.
It has been said that any person running
for a Selectman’s seat in the town has an agenda. This is true and
mine. My goal as your selectmen is to keep taxes at a level where we
can afford to live in Chichester and also help our town departments
keep functioning in a safe, orderly and productive manner for the
residents of Chichester.
For anyone that would like to speak to me
about my views or ask any questions, you can call me at 603-435-7296
It’s now time to get Chichester back on track and make the Board of
Selectmen more objective.
Please get involved and vote.
Sincerely,
Gilbert Vien
