Joann Snow Duncanson Brings A Smile To Epsom
Submitted By Virginia Drew, Vice President Friends Of The Epsom
Library
A
lighthearted look at life’s good, the bad, and all the stuff in
between will be held at the Epsom Library Friday, June 4, at 7 p.m.
Using stories and poetry, Joann will help us to reflect on our lives
- warts and all - and still smile. She entertained us at the Epsom
Library last year and we are looking forward to another evening of
laughter with her unique perspective on life.
Joann, a former Peterborough resident, has been writing newspaper
columns in Peterborough for over twenty years, first for the
Peterborough Transcript and now for the Monadnock Ledger-Transcript.
She is a past winner of the Columnist of the Year award, given by
the NH Press Association and is the author of Who Gets the Yellow
Bananas? and co-author of Breakfast in the Bathtub - A Book of
Smiles. She is a published poet and a board member of the Poetry
Society of NH. Her public speaking topics include Emily Dickinson,
Celia Thaxter, women’s issues, and the foibles of everyday life. She
now lives in Greenland , NH.
There will be refreshments and laughter at the Epsom Public Library!

Letter
To
My Constituents In Allenstown, Epsom, And Pittsfield: On SB334,
authorizing a $5,000,000 solar project in Manchester, a request to
postpone debate because the representatives lobbying for it weren’t
in attendance, failed 78-261 when it was pointed out that they had
also missed the 8 hour public hearing on the bill and most of the
committee work sessions. The bill was killed, 300-46; I opposed it
as creating an earmark for a project that had been rejected by the
Public Utilities Commission.
SB383, net operating loss carryovers, was a business friendly bill
to allow up to $10 million in losses be written off against future
profits, as opposed to the current limit of $1 million. Obviously,
this only affects larger businesses that have enough accumulated to
survive after that big a loss. The committee had proposed an
amendment deleting the loss carryover increase, arguing that the
state couldn’t afford it, even as they admitted $1 million was
obsolete. I was the only Representative from this district to vote
against this amendment, which was adopted, 174-167. The bill as
amended passed, 245-101. A later motion to reconsider the vote
failed, 133-200.
SB465, on state education aid, was debated on whether to implement
the agreed-on formula as planned, or to extend the transition
“collar” on funding changes. Two amendments to extend the transition
period failed, 195-144 and 131-258. I voted for the first as it
would decrease the state’s spending on education aid by $70 million,
but against the second as it would spend the same amount,
distributed differently. The bill itself, now in a study committee
on education funding, passed 199-141.
Anyone interested in what’s going on at the State House is invited
to email or call me; those who’d like a more detailed report than I
can fit in The Sun should email me for my newsletter.
