Letter

To my constituents in Allenstown, Epsom, and Pittsfield:

After summer vacation, the House is back working on the bills we held over from the spring. My committee is working on SB153, regulation of real estate appraisers, which was rewritten to include changes in federal regulations, and also to simplify the statutes. HB350, updating laws on the fiscal committee, and SB152, participation in state employees’ group insurance by legislators, have been reviewed and cleaned up; I expect these to pass with the committee recommendation. HB480, establishing a state renovation, repair, and painting program for lead-safe practices, I expect to be killed. It would set up a new program, at state business and taxpayer expense, that has to be as rigorous and complex as the federal one – and the federal program would continue in full force as well!

HB458, a sunset review process for executive and judicial programs, and HB625, on New Hampshire correctional industries, have both been extensively worked and revised. HB449, expanding the information available on the state transparency website, is being changed to clarify that the website oversight committee will determine what is posted there. Dan is serving on that committee, and it is very aware of what can be made available and what should be there. HB449 was originally a model bill from other states, and demanded a lot of items that aren’t relevant in New Hampshire, from agency lobbying contracts to legislative staff budgets!

I’ve been working on HB222, eliminating statutory provisions granting broad rule making authority. To maintain tighter control over what rules can be generated, we’re reviewing these laws, and revising them to specify only what rules need to be written. It’s rather tedious, but necessary: a lot of rules people don’t like now were developed because the legislature didn’t take the time to specify what they wanted.
