Letter

To my constituents in Allenstown, Epsom, and Pittsfield:
This year I sponsored a total of 23 bills, eleven passed, seven were killed and five held over. Of the ones that passed, the two most important are HB144, on energy efficiency districts and HB211, on approval of agency rules. I had intended HB144 to repeal the authorization for these districts, but the Municipal and County Committee revised the bill to reform them instead. At least now towns cannot borrow on their taxing authority or create priority liens that raise mortgage costs for all residents. HB211 requires that all agency rules get approved by the legislative committee on rules, and new rules are reviewed by the committee that passed the law requiring these rules.

Three of my passed bills were repeals of antiquated laws: HB142, repealing the ban on street sales of artificial flowers and miniature flags; HB143, repealing the ban on flammable stove polish; and HB333, repealing some restrictions on margarine, including the requirement that single serving packets be triangular! HB123 repealed the state minimum wage. HB589 repeals “card check” for public employees, requiring a secret ballot before a union is certified as representing employees. SB161 improved and simplified the process of adopting rules.

HB339 authorizes a state meat inspection program, with the state veterinarian overseeing it. HB650 allows school districts to call special meetings, if needed because of changes in state funding. HJR3 prevents the Board of Mental Health Practice from violating patient privacy in its investigations until the Legislature defines what is allowable. This is critical because the Board had expansive ideas as to what its investigative powers allowed.

Anyone who wants more information than I can fit into a letter should email me for my newsletter.
