Letter
To my constituents in Allenstown, Epsom, and Pittsfield:
This week, the House voted 189-184 to repeal the “stand your ground”
law. HB135 was debated for almost two hours, with several amendments
proposed but not accepted. It wasn’t quite a party line vote: three
Republicans voted for the bill, 17 Democrats against. HB451,
repealing the requirement for a concealed carry license, was debated
heatedly, with disagreements on reciprocity and the value of
forbidding criminals from getting a license. It didn’t look as
though any minds were changed, and the bill was killed, 226-114.
HB617, the gas tax, had been amended by the Ways and Means Committee
to be a 12¢ increase over three years. A floor amendment to limit
the amount spent on “traffic supervision” to 1% of the total failed,
146-217, as the opponents insisted that the state police could only
be funded from the gas tax. Total nonsense, as half their budget
comes from the general fund anyway; they just don’t want to fight
other priorities. After two hours, the bill passed, 206-158, with
Dan and I opposed.
I argued against my committee in favor of HB398, which eliminates a
special privilege some state employees have, “banking” their
accumulated leave to help fatten their pensions if they take a
management position. It was killed, 182-177, much closer than I
expected, considering all the Democrats on the committee voted
against the bill.
HB619, the drone bill, was tabled 278-87 since there was yet another
amendment submitted, and the committee (but not the sponsor)
believed that the language of the amendments was inadequate. By
tabling the bill, proponents can work on it and submit a more
carefully crafted bill for next year.
Interested readers can email me for my newsletter, with more details
than can fit here.
